Enhancement: Move away from TOML to Ron

While leftwm has already migrated to Ron, leftwm-theme continues to remain on TOML.

US: As a leftwm-theme user, I would like to keep a listing of my currently available themes in a Ron file so that I can edit it similarly to other leftwm configurations.

Acceptance criteria:

• Known.toml is migrated to Known.ron automatically
• Themes.toml can be migrated to Themes.ron using leftwm-theme --migrate (or similar)
