Apply crossterm fix for Windows paste

Summary

I have seen the relevant discussions about this issue from #9242, but now there is a crossterm branch that can be used to fix this: crossterm-rs/crossterm#1030 (comment)

It has not been merged for months, but I believe it's worth it to to use the specific branch as shown by the comment since this issue makes pasting from Windows near impossible currently. There are multiple projects already including this commit too which can be found in that PR.

See #15648 (review), we will fix this by switching the windows provider back over to termina and making VT input optional.
