[Incident database] Name of business filter doesn't work, but looks like it does

Description

This is a two part bug:

1. "Name of business" filter for subpoenas issued doesn't work, even though we link to it.
2. It looks like it's working because it shows up as a filter.

Exhibits:

Filter appears to be applied, but results show up that don't match. Note that in general this happens for any unrecognized value in the query string, e.g.

Expected Behavior

1. Name of business filter should successfully filter to only subpoenas targeting that business
2. Filters rendered on the page should be limited to ones that actually work
