Old wheat seed obtaining(but better)

--Seeds are for those who wants to farm.
In alpha version, you can only get wheat seeds by cultivating grass block. In this feature:

1. Players can only get wheat seeds by breaking grass block(6/8 chance, cause it's about 4x slower and takes durability) and grass(2/8 chance) or cultivating grass blocks(2/8 chance).
   2. Hoes are now seen as the matching tool of breaking plants and grass blocks. Not needed since it's already been.
   This feature would help saving one slot, and making it more comfortable for ppl that just want to clear some grass for their house. Vanilla friendly!

Files inside should be located in data\minecraft\loot_tables\blocks, they made hoes a necessity for obtaining wheat seeds.

I'm not sure if this feature is a good fit for this mod, since it looks like it can be easily done by editing loottables with a data pack.

Yeah, but a mod could always go further, making it easy toggleable and more compatible(checking the item name). But if this feature needs a rewrite, then it might not be a good fit since it takes too much time.
