WebSphere Liberty container images are available from the IBM Container Registry (ICR) at icr.io/appcafe/websphere-liberty. Our recommendation is to use ICR instead of Docker Hub. ICR doesn't impose rate limits on image pulls. Images can be pulled from ICR without authentication. Only images with Universal Base Image (UBI) as the Operating System are available in ICR.
The images for the latest Liberty release and the last three quarterly releases (versions ending in .3, .6, .9 and .12) are available and are refreshed regularly (every 1-2 weeks) to include fixes for the operating system (OS) and Java.

WebSphere Liberty images are available with three Red Hat Universal Base (UBI) image variants: UBI Micro (starting with 26.0.0.9+), UBI Minimal, and UBI Standard. For best results, use images based on UBI Micro whenever possible.
UBI Micro is the smallest possible UBI image, designed without a package manager or its dependencies to minimize the attack surface and enhance security. WebSphere Liberty images use UBI 10 Micro for this variant starting with version 26.0.0.9. Image tags based on UBI Micro end with -ubi-micro. If your application requires packages beyond what is included with the UBI Micro based Liberty container image, follow the instructions at https://ibm.biz/wl-container-image-package-helper to add the additional packages.
UBI Minimal provides a minimized preinstalled content set and includes the microdnf package manager for installing additional packages. Liberty images use UBI 10 Minimal starting with version 26.0.0.7, and UBI 9 Minimal for version 26.0.0.6 and earlier. Image tags based on UBI Minimal end with -ubi-minimal.
WebSphere Liberty images based on Universal Base Image (UBI) Micro and Minimal include the JRE of IBM Semeru Runtime 25, 21, 17, 11 or 8 or IBM Java 8. We recommend using this combination as it offers a compact and effective Java runtime. Liberty images with Java 21 and higher are only available on UBI Micro and UBI Minimal.
UBI Standard includes access to yum repositories and utilities such as python, tar, and gzip. Liberty images use UBI 8 Standard for this variant. Image tags based on UBI Standard end with -ubi. Liberty images based on UBI Standard include Java 17, 11 or 8. The openj9 type includes IBM Semeru Runtime for the respective Java version with the JDK. Java 8 images with the ibmjava type and based on UBI 8 standard include IBM Java 8 JRE. The final Liberty release that will publish container images built on UBI Standard will be 26.0.0.12. The latest tag simplifies pulling the full latest WebSphere Liberty release with the latest Java JRE. It is an alias for the full-java25-openj9-ubi-micro tag. If you do not specify a tag value, latest is used by default.
Append a tag to icr.io/appcafe/websphere-liberty to pull a specific image. For example,

Available images can be listed using IBM Cloud CLI. Log in with your IBMid prior to running the following commands. Note that authentication is only required to list the images. Images can be pulled from ICR without authentication :
