This is just a guess but I was encountering a similar error (failure to CreateArtifact) when I was deploying too many simultaneous jobs which were each invoking this action.

To remedy it, I...

• specified only the sub-packages I needed rather than the full CUDA toolkit:

  - name: Obtain CUDA
    uses: Jimver/cuda-toolkit@v0.2.21
    with:
      method: network
      sub-packages: '["nvcc", "cudart", "thrust"]'

• imposed a limit on the number of simultaneous jobs that my matrix could spawn:

  strategy:
    max-parallel: 8

Cant even get it work with two parallel jobs! Same error.
