Enhancements protocol configuration markers

Why

We want to enhance the protocol configuration markers support: better runbook documentation, add some logs about the configuration fetched remotely and provide an "emergency" mode to skip some guards in the creation of the datum.

What

Implement the enhancements of the protocol configuration markers support.

How

• Make sure that the process is smooth in the runbook and that all commands succeed
• Add a new option to the export-markers command which bypasses the verify_configurations_against_chain function
• Add logs of the fetched protocol configuration in the signer and aggregator
• Update JSON config files in mithril-aggregator/config
