Raise the `fast-uri@^3` and `brace-expansion@^5` override floors to the patched 3.1.5 and 5.0.9 releases, clearing the two open Dependabot alerts (host confusion via backslash authority introducer, and DoS via unbounded intermediate arrays). Both are dev-only transitive dependencies. (cherry picked from commit fa06f59)
