Playwright 1.57.0 has no chromium build or apt dependency set for ubuntu 26.04, which ubuntu-latest now resolves to, so `playwright install --with-deps` failed on every push. 1.61+ supports ubuntu 26.04. Also drops the unused playwright@1.28.1 devDependency. Ticket: WCN-2900
